can you spread dropsy to your other tanks via a gravel vac???

If it is bacterial or fungal in nature you can spread it between tanks quite easily. However the causitive bacteria or fungus will not always cause dropsy. It would be best to get a second vac, or use some bleach on the one you have (rinse, rinse, rinse) to make sure it doesn't spread.

Cleaning your tools between tanks, or having seperate ones for each tank, should be standard practice....even when there is no sign of illness.
