Cloudy eye won't go away

I have had 4 Red Line Torpedo barbs for about 6 weeks. One of them has always had a cloudy eye with a white dot in the middle. I first noticed it the day after I got him. I have treated with Myxazin (bacterial) and Protozin (fungal). There is no change.

My question is what to do next. Do I treat with Sterazin (parasite). Erythromycin or go with a "salt bath" or is there anything else I can try.

Fish behaviour seems normal, Ammonia 0, Nitrite 0, Nitrate minimal, pH 6.8-7.0

I also have 3 Clown Loaches so I had to half the dosage of Protozin.

It could be bacterial or a fungunal infection.
