His scales do look a bit raised. Is he eating? Swimming around normally or staying in one place/ hiding?

That definitely looks like classic pineconing. Usually caused by poor water conditions and / or bacterial infection. The swelling itself is caused by water retention due to kidney damage.

Since your parameters look fine it’s probably the product of bacterial infection and it’s unlikely to go away on its own. I’d treat with an antibiotic (something like kanaplex ) asap.

Does the fish have tabkmates? If so you may need to quarantine to be able to effectively treat. Do some research on heat and Epsom salt treatments for dropsy. I haven’t done them myself so I can’t give you the details but I’ve read they can help in addition to antibiotics. But you’ll need to be careful. (When dealing with bacteria and kidney problems both heat and salt can do more harm than good if not done properly so don’t just wing it!)

He is currently eating and swimming around, I've isolated him in a quarantine tank. A lot of medications for fish including kanaplex have become prohibited in Canada but I am treating with melafix, heat and epsom salt. Thank you so much for your replies
