Figure Eight Puffer strange spot, and swim bladder disease?

Just wondering if anyone can help me care for my beloved puffer...

He has a spot on his head that almost looks like a flesh wound, but looks like it is in his mouth as well, looks liek a white fungus. I've been treating him with anti-bacterial stuff which hasn't helped that.

he also is stuck at the bottom of the tank, and has trouble swimming up, i'm thinking deffinate swim bladder beacause puffers get it so often.

I need some sugestions of what to treat these two problems with... Thank you!!

Is this variety of puffer a brackish water species? You may consider adding salt to the regimine, as well as an anit-fungal.
