Fungus????

Hello everyone! I am very worried about my striped pecock eel. The other day i notices he had yellowish dots on his front fins and i have no idea what it is im almost sure it isnt ich, but what could it be???? Its not perfect circles either...

I have 10 glowlight tetras
5 marble hatchet fish
2 angelfish
1 guppy
1 feather fin catfish
1 pecock eel

In a 40 gallon planted

I do a 30 percent waterchange every sunday and i vacume the gravel as well

I will do a water test tomarro and try and get pics to you as soon as possible! Sorry
