Guppies hanging out near top of tank

So i just got two fancy guppies and the female seems to always hang out near the top of the tank and sometimes just chills on the substrate. The male is active. Not sure what the problem could be?

Guppies are naturally top dwellers, so unless there is something you havent mentioned i dont think there is anything to worry about.

Is it gasping at the surface for air?

How long have you had the tank set up? Is it cycled?
