HELP! Female GBR Looking Very Ill!

I woke up this morning to see my GBR laying on the bottom of the tank in this position. I've monitored her actions for about 1-2hours and it's still the same! She's been breathing kind of fast and shes looking really pale, but her colors are still bright (the blue parts).

She also has this little white thing on the tip of her mouth area.

Tank Paras - 0 ammonia, 0 Nitrite, 0 Nitrate

Temp = ~78F

Is this a new tank? because if it is, it needs to be cycled - which would end with the ammonia and nitrite at 0, and the nitrate at 5-30. since your nitrite isn't there, you will have some issues with ammonia poisoning. Also if your fish is new, it could be ich, or some sort of fungus. I sould suggest getting an Ich/fungus doom juice, and begin dosing.
