i think my betta has fin rot, help!

I recently got a betta fish, Leo. He seemed perfectly fine for a week or so but lately his fins look different.

I know a sign of fin rot is whitish tips on the fins and that's what his look like, except that's how they were when I got him. I am not sure if that is how he looks or if he has had fin rot since before I got him.

Also, lately his fins are looking thinner and my scraggly. He isn't acting stressed or anything, but I don't want him to get sicker :(

What should I do:confused:
 
Can you see any veins in his tail and are they clamped down at all, when my fish had it the tails had veins that were clearly visible and the majority of there fins were clamped down(mine was in goldfish but I'm sure other fish would have the same signs, when did you last do a water change and how big, are all you readings normal,(only asking as there the first thing to check)
