Ich?

I've never had a problem with diseases till now and never really did much research on it either, I immediately added salt after seeing this dire situation. All 3 of my dwarf puffers have this white stuff growing on them, they seem extremely lethargic and very close to death, they also seem to be together and they do not eat either.They also seem to swim sideways in an awkward manner as if they were goldfish with a bloated swim bladder. I did not realise this until today, they seemed alright yesterday. Interestingly, the oto cat did not have these white spots while the puffers seems to be the only ones affected.
What can I do?

Nitrate-20ppm
15 gallon tank
