Currently have 1 out of my 7 tiger barbs with ick. I have a 10 gallon tank that is empty. Should I set this up as a QT? Also I have some loaches that are sensitive to meds so I just turned up the temp 1 degree and plan doing that again in 6 hrs. Any other advice?

With Ich ... You have to treat the whole tank ... Not just the infected fish. Increase the water temp to 88F over the next several (I recommend twelve)
Add an airstone for extra aeration, gravel vac and daily PWC's.
