Ich, or just picked on?

Hi,

I have 2 Rosy Tetra's, 2 Bleeding heart tetra's, 5 zebra danio's, and 1 German blue ram.

One of my rosies has a few white cotton spots hanging off of him. I've dealt with ich before, and it spread somewhat fast. But this little guy has looked like this for a week now, not really getting worse. Acting normal. I notice that his tail is a stub too. All other fins seem fine. As if a fish in there is nibbling him?

Could it be the Ram? I notice her being very territorial. When the tetra's get within 2 inches of her, she'll chase them until they outswim her.
 
COtton spots sound like fungus, and I would treat immediatley. He could be getting bitten, and then it is getting infected. What is your water changing schedule? What are your water parameters?
 
Ok, well you can try some Melafix/Pimafix or Kordon's Ich-Attack, (treats more than ich). Neither one of them will kill the good bacteria you are trying to grow.
