Lump on oranda ???

Hi, I've just joined this forum and I really need everyone's help and opinions please?
I have a 60L tank with 1 oranda and 3 shrimp.
My oranda is called...Fluff :) :fish2:
I did a partial water change last night.
I woke this morning and have found what looks like a white lump on his tail fin :(
I don't THINK it's ich as there is only 1 large (ish) lump & he's not 'flicking' himself on anything...of course I could be wrong!
I'm tried to take a picture but he just wouldn't sit still -.- so I have a couple of videos.
Please help, I love my fish :(

Hello we will be be glad to hp you if you can provide us a bit more information such as water parameters. 60 liters is a bit small. 120 liters is much more appropriate when it comes to goldfish.

General rule of thumb is 30 gallons for the first goldfish then add 10 gallons for each additional.
