My fancy goldfish is always led on the gravel

Hello,

Here is a pic of my fancy goldfish doing what he has always done for the past 9 or so months...

He eats fine as soon as I put some food in.

He lives with 3 other fish. 3 other fancy goldfish, two of which don't have the goggley eyes. All the rest have always lived happily but this one has been sat on the bottom for a good 9 months now.

Is there something wrong with it or is that just the way he is? The other fish never attack him and when I do my water changes every week he soon scuttles about avoiding the vaccuum

The water is perfect. I'm just at a loss trying to understand why he acts this way.

What size is the tank and how often do you preform water changes??

My fancy is exactly the same, ive had him for years now and i think its just the way he is, as he's well looked after and healthy! Cool looking fish btw!?
