Odd behaviour Wild Green Neon tetra

One of my wild green neons has started swimming around a little bit randomly and sometimes upside down. Has anyone got any ideas?
 
The tank is 8 months old and the fish has been in there as part of a school of 20 for 6 months. Water is fine (usual levels). I've been away for a week and come back to see this one fish acting strangely. Everything else in the tanks appears normal. The fish is a little off colour (darker than usual) and there's a little red in the tail. May be an internal bacteria I'm thinking, but possibly too late to treat....
 
Neons seem to come down with all types of issues, have you performed a 50% wc?
 
Not yet. It's next on the list. The fish has now stopped swimming about and is just lying on his side at the bottom of the tank, not quite motion less :-(
 
I'd say do a water change ASAP, you said you were away! Was someone feeding your tank for you?
