Open mouth?

I'm new to fish disease so I am still researching this and trying to figure out what it is. This is a black neon tetra in a quarantine tank with raised temps to battle ich.

He (and his tank mates) came from what appeared to be a dirty, algae covered, uncycled tank. I bought it last weekend.

At the moment his gills appear swollen on the outside and his mouth is open. He doesn't open and close it. I am trying to see if there is white in his mouth but it is difficult. Should I just go for an anti fungal? I can't find anything else that is a clue.

Any help appreciated thanks!

I can't see any white in his mouth. Pics are attached but they aren't great.

I think it's the ich that has gotten to his gills. Will continue to raise temps
