Oscar missing fin

I noticed when I got my new oscar home that he is missing one of his front pectoral fins. I'm not sure when he lost it... I didn't notice it in the store. Anyway, is this going to grow back or should I return it?

Is it the whole thing or just some of the clear part? I would tend to say return him and get a perfect one.
