Otocinculus with eye infection?

Hi all,

One of my two otos looks like they might have an eye infection. I can't see the right eye and there appears to be some fluff around it like some bacterial growth. There is one other oto in the tank and the rest of the inhabitants are shrimp. What could be wrong with it? I'm going to do a water change. Should I try clean his wound?

Any help greatly appreciated
 
Also to add: ammonia, nitrite and nitrate: 0, ph:8.2, kh: 71.6

Tank: 10 gallons

Whatever it is, it's claimed him. My other oto is still healthy looking.
 
Its called popeye, or eye cloud.
Its a bacterial infection, and you could use about any broad spectrum antibiotic of your choice.
Its often caused by strepocaccus bacteria, so a gram positive antibiotic such as tetracycline would work fine.
