peacok gudgeon lying on bottom of tank

My peacok gudgeon is lying on the bottom of the tank, I just moved him into the tank yesterday, he moves around occasionally but will lie back down. This morning two of his smaller tank mates died. The tank is 10 gallons, and is much cleaner than his old tank. It is filtered by a biowheel, and his diet consists of tetramin tropical flakes. His eyespot on his tail is going away, and I think he could be dying, is there anything I could do to help him??
 
Did let the water sit b4 you put him in there and was there a drastic temp change when u transfered him?
 
The heater should've heated the other tank between 76-78, in the new tank the thermometer reads between 78-80
 
Is this tank cycled? If you are unfamiliar with cycling then search in this form for fish in cycling.
 
Get some stabilizer or prime for ur tank just dont mess with the peacock probably shocked or stressed
