Pink/ red gills

There are various gill diseases out there and bacterial infections that affect the gills.

What kind of fish is displaying this? How long have you had the fish?

And what are your water parameters and how often do you perform a PWC?

All my fish seem to be showing it to varying degrees. I'm not sure if they came in like it, or if it's changed since I've had them. I've got blue tetras, guppies, corys, and an otocinclus. The oto is so small, I haven't been able to really check his gills. The tetras are really hard to see, but it looks like they're not as dark anymore. It shows up most on the guppies, especially when you see them from underneath lit from above.
My water params are:
Ph 7.6
Am 0
Nitrite 0
Nitrates 20-30 (plants are bringing this down)
Temp is 26 degrees C
I've been changing the water a lot recently, because as I've been adding fish, the tank has been going through mini cycles. I didn't let the ammonia get above .25 though. Could that low amount have still caused it though?
