Sick betta, please help.

I just got a betta 4 days ago, and just noticed a white fuzz around his back, he has not been swimming, hours ago, he was just resting at the bottom of the tank and now just sits at the top, barely breathing. I did a 100 water change (.08gal) used water conditioner and betta bowl cleaner but don't see any changes.

Don't know if I can save him.

Any help would be greatly appreciated.

Just to add... He's the only one in a .08gal tank, I feed him flakes, No filtration system, I have 5 rocks and tiny ones that came in a betta kit
I bought at the pet store.

Hi and welcome!
You've posted in the saltwater section by mistake.
Do you own a test kit?
.8g really isn't big enough for him. They need a heated, filtered 2.5g but 5g would be better. What temperature is his tank?
