Sick Spotted Puffer

I noticed this morning that he was lethargic and a little brighter yellow than normal. I come back and I find him Tale down face up, he will flick his tale up and than come down again and if he does go on the horozontal he has an angular gate, possibly swim bladder not working. ShouldI euthanaise him? He seems to be getting worse.

I'm surprised the puffer keepers haven't offered help. How is your puffer doing today? What are your water parameters (ammonia, nitrite, nitrate)? How big is the tank? Who else is in with him? How often do you do water changes?
