Switching tanks because of ammonia

Hello!

I have an empty, cycled 5 gallon tank whose occupants have recently moved into a different tank. I also have an additional 5 gallon that I thought was cycled but has had a really gnarly ammonia spike recently. The betta in there is stressed but doing better, and I was wondering if switching him to the other tank would be too brusque? I've followed all the tips for reducing ammonia, but can I just get him out of there in the meantime?
 
How recently have they moved out?

I honestly would do heavy water changes every day and not move the poor guy, he doesn't need more stress!
