tetra breathing fast

Hello, I have a slight problem. One of my black skirt tetras is breathing fast. I did a water change of about 25% about three hours ago and I noticed that he was having a problem. Could it be the water change? I drained out the water and vaccumed out the gravel at the same time and then I added new water from the hose and them I added water conditioner right after I was done filling up the tank. All of the other fish are doing good and seem to be uneffected. Will the tetra's breathing eventually slow down after a day or so? Thanks for and and all input.
 
Do you have an airstone in the tank? Test your tap water to see if there is ammonia in the tap water. If you don't have an airstone add one or lower the water level of the tank a bit.
