Treatment for Goldfish with DROPSY?

Noticed today that my goldfish has Dropsy-pinecone scales, bloated, lethargic, swimming is off etc. I just completed a 25% water change. I have tonic salt, Epsom Salt and Wunder Tonic, but am unsure of what the best treatment would be? I know that Dropsy is a symptom of an often fatal disease, but I want to give my fish the best chance possible.
