What's wrong with my Neon Tetra? (White Patch)

Hello,

Long-time lurker needing help! I am a rather new fish owner and this is my first experience with an ailment. :/ One of my neon tetra has developed a white patch on his blue streak. It looks flat from the side, but at certain angles it is very clearly protruding.

My research suggest it could be fungal, but I don't know what exactly. What is it? And what is the quickest method for making it better?
Also: How to I quarantine him without him getting too stressed without all of his buddies? :/

(Note: He is pale. All of his companions are as well. But they've shown no other signs of NTD for the 4 months that I've owned them, so I think they're just bred poorly or something of that sort. Or could that be the problem?)

Have you got a QT that you can put him in? I'd separate him out. The paleness is probably from the infection.
