White-ish streaks on betta tail

My betta fish has developed white-ish streaks along his tail, and it seems to be spreading subtly onto his body. I can't seem to find any info about what it could be. Does it look like a problem? He has also had clumpy fins since he was given to me several months ago. I do a full water change, rinse the rocks, and clean the bowl once a week.

Fin rot would also be my suspect to start with. White is possible. First to check is water conditions.

Have you tested the water for ph, ammonia, nitrite and nitrate? What sort of water conditioner do you use.
 
The fish looks OK from what I see in the picture. But, I gotta be a bad guy here: I hate fish bowls for Bettas. I keep my Betta in nothing smaller than a 10 gallon because they are happier and are able to swim and stretch their fins.

On the plus side...it is good to hear that you change his water on a regular basis! Thumbs up for that!!!
