Why are my neon tetras swelling up and dying

I've had 2 neon tetras recently die, the first one seemed normal and just randomly died, the second was quite swollen and struggling to breath and died after a day or so. Now another tetra seems to be swelling and struggling to breath too.

I'll be honest I've obviously got some issues in my tank, first some tetras got fin rot, now I'm also battling with ich which some of the tetras have but it's not badly. I don't have to test kit to test water but I got it tested a month ago at the local shop and they said it's fine.

All my other fish seem relatively healthy.
