Coral ID (?)

I have what I always assumed was a zoa that was on the live rock when I received it. It doesn't have any tentacles around the outside of it and never closes up. It does phosphoresce under blue light. Is this a zoa or something else? Sorry, not a very good photographer and the weeds don't help.

I agree it doesn't look like a zoa.
