Coralline Algae?

Is this the coralline algae?



If so is that normal? I mean this is a fairly new setup.. By that I mean the rock and sand was setup previously and I purchased it and I've only had it setup for 3 weeks now.

The next picture is about 3 weeks ago when I set up the tank
