Obviously not a marine fish! It looks like a bitterling to me, and considering you are in Japan, perhaps not one of the regular species. Do an image search on Rhodeus and Acanthorhodeus to see if anything is close. I will check my books tonight when I get home. (It's a pain having my library split between work and home!)

There are two other bitterling genera to check out that I had forgotten to mention: Acheilognathus and Tanakia.
