Green course hair????

Can anyone tell me what this is? It is green and approx. 1 1/2" long and each strand is very course. Any help would be appericated.

Can't tell when it's bunched up like that. Need to see the structure of the "leaves and stalk". If you have a clear pic of them in water that will help.
