Is this cyano bacteria growing on the rock

It's an almost black colour, with what looks like white hairs/slime coat.

Possibly what's your flow like in the tank also will it blow of the rock easy with a baster. If it will syphon it off the rocks when you do a water change

How long has the tank been up and running as a new tank goes through a lot of changes and algae,cyno ect are all part of the maturing process

This is what it looks like now, it's gone from just spots to almost a full covering.

My tank is about 1 year old. And yeh I'll give that a try otherwise I'll take the rock out and scrub it all off. Do you know if there is any other way to get rid of it besides physically removing it?

Syphon it out. It should come off easily. After that increase flow in your tank. If you already have good flow then I'd say stick something in the tank so you can see how the water swirls and see if that area is too calm. It helped me control my outbreak. I also fed less and fed better food.
