Sick fish

My mandarin recently developed this white pimple on its face and is breathing heavy and not eating like he was. He's been eating frozen and live brine fine. I had an issue with nitrates (40) and phosphates (.25) so I've done water changes the past two days. Could that be it or does he have some sort of infection. He doesn't have any other white spots. Just that one.

That would be a disease, most likely marine velvet. The parameter spike most likely caused enough stress and the ability for infection. Probably the start of an infection.

Sounds like velvet to me. I just had my entire tank wiped out from it I believe as I mistakenly id as ich.
