Some type of dead bug?

I get these things floating in my tank like everyday at least. I scoop them out with my net but they keep coming back. Any ideas? To me, they look like dead bugs.

Update: I cleaned out most of the dead ones and now after 5 minutes there is a couple of them flying around on the top like water spiders. They are super quick too
