Something growing on my sand

When i go up this morning i noticed that there was a orangish-brown film on the sand in my tank. It has only been running for about 2 1/2 weeks. Is this a good sign or a bad sign. What do i need to do about it.

That may be either :

Diatom bloom (normal for a cycling and new tank)
Cyanobacteria (again, not uncommon with a cycling and new tank)

Cyano is a slimy looking film and is usually red. From what you describe, it sounds like a diatom bloom which will go away in a little while. so sit tight and don't worry about it for now. 8)
