Looks to me like it's a: ventricaria venticrosa, aka Green Bubble Algae.

They reproduce by growing thousands of 'little bubbles' within themselves, than exploading out the babies.

It's best to remove them via siphoning.

Surgonfish, rabbitfish and crabs, and the (ercolania) sea slug's are the main herbivores that will eat them.
