It goes away when the lights are off.

Cyano algae. Best thing I've used to get rid of it is Chemiclean Red Slime Remover. Stuff works like a champ!
 
Does that harm fish or inverts?

Is there a natural way to get rid of it?

The tank is still new and I've done pwc every week since out cycled, how'd I get it?

Cut back on feeding and do higher water changes.
