white bugs?

Are they attached and unmoving? Do they sort of look like barnacles and are hard to the touch? If so they are harmless filter feeders and are a good sign that your tank is maturing. If they do not look like that I have no ideas. Maybe a picture?
 
Your description leaves a little to be desired, but it sounds like copepods to me - these are good guys, and furthermore, a tasty snack to some fish (my roommate calls my Firefish "Coo-coo for cocopods (copepods)". Easily the main diet for many fish.

These are more usually referred to as dots on the glass. Most people don't look close enough to notice the bug like features, or if they do, they don't mention it.

Another possibility are amphipods.

I think these little guys are cute.

Another possibility are isopods, and here's where we get into the "baddies". Some are good, some are bad.
