Made this out of a syringe (could easily be airline tubing), a hotel shampoo bottle, vegetable oil, irrigation connectors from home depot and a suction cup. Pretty self explanatory I think. Everything is sealed and held together with super glue + baking soda. This thing is tough too. Operating pressure on the regulator is 40psi.
 
I'm sorry but what's the purpose of a bubble counter

it will count the bubbles of CO2. Its important so that you will know how much CO2 you are putting into your tank or else you could over dose and kill the fish or under dose and the plants growth could be hindered.
