DIY clamp on lighting

What clamp on lamps would be the cheapest yet work? Also what light bulbs would be suitable to grow low to medium light plants in a 20" tall aquarium

2-3 13w daylight CFLs with those cheap aluminum brooder lamps should be fine really. Figuring out a way to mount them will probably be the harder part.
