DIY flow rate for a planted aquarium?

recently set up a device to do water changes using 1/2" piping, has anyone set up a way to have water automatically added back to the tank?

A simple float valve of the type found in a humidifier could be made to work.

I set up a DIY water changer and used a (lawn) sprinkler valve which is hooked up to a sprinkler control. The water is filtered through a whole house filter which removes most chlorine. I have a water sensor for a sprinkler system that shuts off the water once it hits the contacts. I can only change about 10% of the water since I cannot control the incoming water temperature (minnesota).
