DIY hood with built-in filter

Hi, I'm going to be setting up a freshwater planted aquarium, probably a 29 gal or 36 gal bowfront. I want to keep as much of the gear as possible inside the tank (not anything in the stand) and it will need to fit into a space under some shelves so I won't have very easy access to the back and it will have about 6-8 inches of room on top.
I was looking at something like the Eclipse 3 hood with the built-in filter, but the lighting isn't great in that and I'm reading that biowheels lose a lot of CO2 for a planted tank.

So, I'm thinking of building my own hood and making a DIY filter in it. I could use AH Supply parts for the lighting. I've done some work with acrylic plastic, so I thought I'd make the filter out of that, maybe using some epoxy putty for the hose fittings, etc.

Has anyone done something like this? Would it be better to get the Eclipse 3 and try to refit it with CF?
