Heres the new in sump skimmer. After about 3 days it is finally starting to froth. Just in time, my crappy skilter stoppped working last night. Good riddance. Cost me about 10 bucks in parts, but I did have the air pump, powerhead, and I salvaged the large clear tube from an unused water filter housing.

Looks nice. One suggestion, the pipe that comes into the bottom, find a "Street 90" to slip over that and direct it at an angle to the side of the tube. Try to make a little bit of a cyclonic flow in there. That will increase the contact time of the bubbles with the protiens in the water, should increase it's efficency.

Yeah I'll do that, it was super easy. Took all of about 30 min of my time to cut and assemble, though I have a cabinet making shop setup so tools are always readily available. Billyz is right though, needs to be modified to get that cyclonic action somehow.
