I am going to glue rocks together in my freshwater tank. What kind of glue should I use that is safe for the water and fish

IMO silicone is the best to use
There is aquarium safe silicone available at certain Lfs
Or on a cheaper note there is GE silicone 1
Anything that you get make sure that's its 100% silicone so there are no added chemicals in the tank

Super glue works also. Reefers have used it for years on coral fragments.

Takes a lot of superglue to hold the rock I would either use Great Stuff Pond Foam or aquarium safe silicone.
