Lighting question

Quick question: could the light described in the pic below grow some chaeto in a small fuge? I have it on hand and I don't want to buy another light (just bought some T5s for another project.)
Btw, it's LED.

How small is this refugium? It's not much light.

It's only ~1 gallon (for a 3gal picotope.) I know it's not much light, but I just going to add some chaeto and maybe some sand(?)
