need help with 90 gal stand!!

Well we bought a new 90 gal tank and our having some issues with building a stand to hold it. The specs of the tank are
48" length, 18"width, and 23"height.
I was wanting the height of the stand to be around 24" so I would still be able to clean the tank without a chair to stand on. Does anybody know of a place that has plans for building stands? Or any ideas of how to build a strong stand.

Also if we were to put this tank upstairs would we need to reinforce the floor joists?
 
The only problem I see with that design is you are putting all the weight of your tank onto the screws holding the top frame to the vertical support studs. I would rather see a cripple stud in there with the vertical supports or a half lap joint where the vertical meets the horizontal. JMHO
