new silent standpipe design

Part of me is still really wary about the concept of a siphon out of an overflow, but it will self-start, and self-regulate. I'd imagine maintenance and debris would be a major issue for this design. The Durso's major advantage is the big open pipe. The Livingston probably has similar clogging issues to the Stockman.

Maybe if I get a custom drilled tank someday, I'll put in two nice, silent overflows, and one "emergency drain" open standpipe that's higher than the others.
