No clean filter or water change aquarium?

Actually, if you had an automated water changer that continually changed water you could feasibly do a heavier/traditional stock. The main issue is that usually there isn't a drain where you need it.

How would I do that? Wouldn't I have to drill the tank? Also how would I treat the water in my tap?

Drill/overflow would probably be best, but I know there are automated designs around. I'd rather not speak off the cuff since I've not designed one of these systems and only seen videos.
