Please I need help

Hi, I have a 10 gallon planted aquarium tank i have setup for a about a year. Its currently stocked with one goldfish, some neon tetras and two nertie snails. I've noticed recently on two of the neon tetra a white growth on its mouth. I've starting setting up a hospital tank a few days ago. It's a 10 gallon tank and I've sterilized a few decorations for them to hide. I've also added a small mesh bag filled with substrate from the main aquarium. Added a heater as well as a sponge filter I've had sitting in the main tank to fill with beneficial bacteria. I've haven't added the neon tetras to there hospital tank yet. I was going to treat them with aquarium salt. Would love to hear some ideas what could possibly be going on, and what i can do to help out the little neon tetras?
