Could I use 2-26 watt t5No coralife actinic bulbs for a moonlight on a 55 gallon tank?

I agree. Not a good idea at all. A tank needs to rest. Those lights will just effect things in a negative way and probably cause some algae issues.

I was thinking maybe an hour before and after the lights went out to simulate dusk and dawn?

I did but after searching the Internet for a while and realizing actinic actually put out a decent par ratings I decided it would not be a great idea and would just stress out the fish and wouldn't be good for the plants
